TowCover explains coverage and records what rotation programs require in writing. Sponsors pay for advertising space and never influence any of it.

Start with the written source

The source hierarchy is: statutes and administrative rules, then written agency policies, ordinances and contracts, then current rotation applications. A requirement is recorded from the document itself, with the document’s type and link stored beside it. A link to an authority’s website is navigation, not verification.

Nothing renders until it is verified

Every rotation entry carries a verified flag and a verification date. The site renders only entries where both are set; everything else is listed as “being checked” with a link to the authority and no requirement text. The build writes a report of every unverified record so nothing slips through quietly.

Verification cadence

Each entry is rechecked when a published rule changes, a new application cycle opens or a discrepancy is reported. The date shown on a page is the date of the last documented check, never the build date.

How sponsors are checked

Before a placement goes live, TowCover confirms the agency’s identity, its producer license number for that state through the state’s official lookup, the tracking telephone number and the website. A placement with any of those unconfirmed is not activated.

Editorial independence

Advertising buys placement, not influence. Sponsors never choose topics, change a source record or receive favorable coverage. Fees never depend on a policy being sold. See the editorial policy.
